Youngstown, NY - Youngstown barber Don Jeffords, right, said he could remember when there was a stairway down to the waterfront by this parking lot next to the Riverview Fitness Center in Youngstown, that has been excavated to construct a building. Once built, it's supposedly going to be recovered again for parking.
