Frank, a Niagara Falls Firefighter with Truck 1, stationed at Fire House 4 on 10th Street, was one of the fire fighters that responded to the call at Hyde Park. Witnesses told police the dogs owner, Pascal Scrufari, 70, had been walking his three golden retriever dogs near the lake about 3 p.m. Wednesday when he ran out onto the lake after one of the dogs and fell through some thin ice.
