Congressman Brian Higgins called on the New York Power Authority reconnect the Niagara Falls neighborhood with the waterfront along the southern section of the Niagara Scenic Parkway as they are with the northern section. The NYPA owns all the property on the waterfront from the I-190 to Niagara Falls State Park.
